The proposal is among Mayor Lianne Dalziel's recommendations on the Christchurch City Council's long-term plan – along with rates rises of about 17 per cent over three years. Councillors meet on Friday to publicly debate the 10-year plan, which will be finalised next week after more than 1500 public submissions. It makes budget provision for stadium funding and other big costs, including fixing the Christ Church Cathedral and upgrading the city's drinking water. Dalziel will recommend the council speed up funding the new stadium, an amount capped at $253 million and now budgeted for 2023. She said they received 'a very strong message' from public feedback that the stadium was needed now, to cater for major events and attract visitors. The city has been without a large events stadium since the February 2011 earthquake damaged the 38,628-capacity AMI Stadium (now known as Lancaster Park) in Phillipstown. The new stadium site is bounded by Madras, Barbadoes, Hereford and Tuam streets. The allocation will cover about half the expected new stadium bill. Decisions have not yet been made on designs or how the rest will be paid for, with some cash coming from a $300m Crown contribution earmarked for several rebuild projects, and private funding options to be investigated. Work on two cycleways – the Quarryman's Trail (Halswell to the central city) and Nor'West Arc (Ilam to Cashmere) – would also be fast-tracked following public feedback.
